Locknuts on Nema 3R enclosure

Is it acceptable to terminate conduit in an outdoor junction box with two locknuts. (These are conduits going into the side of a rooftop junction box). Or would you expect a contractor to use a Meyers hub?

A sealing locknut is OK. A regular LN is ok on the bottom, sometimes allowed on the side, for example a meter base, if it is below the level of energized equipment.
A meyers hub is OK as well.

Tom, (or others), is this information with respect to being above or below energized equipment spelled out in the NEC or is it referenced in some ancillary document?

Flight, I think the reference to "below energized parts" entrance stems from the location of FACTORY conduit entrances into type 3R enclosures. If you look at one, you will notice all the stamped KO's are below the bussing in a #R panel.

A Type 3, 3S, 4, 4X, 6 or 6P enclosure may be marked ??Raintight.??
A Type 3R enclosure may be marked ??Rainproof.??

For equipment designated ??Raintight,?? testing designed to simulate exposure to a beating rain will not result in entrance of water.
For equipment designated ??Rainproof,?? testing designed to simulate exposure to a beating rain will not interfere with the operation
of the apparatus or result in wetting of live parts and wiring within the enclosure.
