Usually this is not a problem, but I would consult the local fire marshall / OSHA coordinator on the jobsite. Just make sure when you call in electirical inspections, someone is there to open it up for the inspector. Nothing worse than making an inspector stand around for 20 minutes while you are trying to track down some keys.

You are obviously concerned about a specific problem that you encountered at work. Can you tell us anything more, so that we can better understand your concern?

This may or may not help you.If you are working on a panel/equipment and have to leave it exposed you can lock the door to meet OSHA's requirement.At least that is what I was told by OSHA's agent.(Fines withheld to avoid embarressment)

construction project has an electrial room with main switchgear/panels inside. This room also has two doors at opposite sides, workers during construction can use this as a passageway , should or can this be locked by the contractor prior to substantial completion .

If the workers who are using this as a passageway are other than Electricians then I think the electrical contractor should lock the door (or have the GC install a lock) and only allow qualified individuals in the room.

During construction there are always live parts that are not as secure as they should be and individuals that are not qualified should not be around those parts.

Lock the doors! It's a Safety issue!

I can't think of a good reason such a room should ever be allowed to be used as a passageway. Before or after construction, doesn't matter. It should be closed to traffic. If the only way to do that is to lock the doors, then the doors should be locked.
