Are the use of "lollipops" for aluminum wire mechanical terminations still required for the '2002 NEC in Dade & Broward Counties?

The use of "Lollipops" is only required if you hire Kojak to do the electrical work. And they must be cherry flavored.

Receiving gods blessings, I am in agreement with Brian, please define in a real term what you're looking for.
One question, aren't these counties under their own modified version of the "South Florida Electrical Code" the one with only 6 receptacles or outlets on a circuit?
