Looking for a temporary pedistal to feed from a circuit at a hand hole

Hi,
I am looking for a way to have a seasonal use pedestal fed from a permanantly installed at grade hand hole.
This will be in a park that has occasional events. The park super does not want anything permanantly sticking up. So the hand hole will be flush with the turf or gravel.
Also what kind of connection be made in the hand hole that will provide years of service.
 
Our city used precast concrete handholes with the lids flush. The leave a submersible rated female cord cap in the hand hole. They have a second cover with a marina type power pedestal mounted to it with a supply cord through a hole through the cover below the pedestal. When they need power in the park the blank handhole cover is removed, the cord from the pedestal connected in the box and the pedestal cover assembly placed on the hand hole. The handhole covers have bolts to secure them to the enclosure and that prevents the pedestal from being tipped over.

What kind of cord caps do you speak of. What type of wire do you use from the breaker to the underground box and then what type do you use to the female cord cap.
Is there a rated cord that can be pulled in the underground conduit similar to a pool light? need 30 amp.

I did not work on the project so I don't have all of the details. I don't think that there are cords that would be permitted, by the NEC, for the permanent part of the installation, but that does not mean they did not use cords.
I think they used this type of cord cap.
