Loss of torque

Hi, I have a electric motor that I have on a compressor. It is a compressor rated motor HP SPL. After it starts, it starts slowing down and blows the thermal circuit breaker. I have tested the run and the start capacitors and they tested good. Sometimes it is hard starting also. Does anybody have any ideas on what is going on.
