Lost in NEC

Hi I work for a city in central california Im trying to help a resident bring their property up to code I need to find the code section and answer to these questions. Inproperly raided wire in contact with soil, Dubble lugged breakers or several wires to one breaker, and exposed wires in living area. I hope this is sufficant information Ive been working on this most of the day and would truly apreciate any help you can offer

Today?s code or the code for the period the house was constructed?
