LOTO - all sources of energy ? Lockout everything on a system ?

We have hydraulic test stands that have multiple sources of energy that go to them . Air , water , etc , that have valves that have to be shut and locked out if going to work on the stand . My question is what about a system that has multiple sources of energy to it say mechanical valves , air , water , etc .. Say you need to just check for a blown fuse in the controller cabinet . Do you have to isolate and lock out all other sources that are part of the system just to check a fuse ???

I think the OSHA requirements hinge on exposure. If there is a reasonable chance that manipulating the fuse might cause a water or air fitting to come loose then I'd say yes.

It all relates to the risk to people. If all you are doing is checking a fuse I would say no. If you PULL that fuse and it powers something that may move or fall when power is removed that is a differant story.

Also remember LOTO of spring pressure is also included in the mix.
