The State does not. However the City of New Orleans does have a class E license which is a "helpers license".

Don't know about LA, but many places don't "license" apprentices instead they are simply "registered".
A license generally qualifies you to do something.
Apprentices are typically not qualified to do anything (per licensing rules anyway), but by being registered it is easier to track their experience when they wish to apply for a license.
