1. It can if there is a partition between the two voltages.
2. If the enclosure and the controls within it are part of a listed product, then you have to follow the instructions. If it is all field wiring, see 1. above.
 
How about RIB type relay with 24 volt control all the wires come out of the same nipple. Also just about every contactor I have seen would be very difficult to isolate the two?
 
IIRC, When there is only one opening they can be mixed for a piece of listed equipment. there is an exception in 725 for that, but it's limited. (no pun intented)
