How to decide the power cable size, of 415V and 11KV. I believe it depends on the load. Can you give me more some input(s).

For 415 volts you would need a conductor that is rated for that voltage. Most standard conductors are rated 600 volts. Obviously you would need a conductor rated higher than the standard wires for 11,000 volts.
The size of the conductor would be dependent on the load as you stated. Thus a 25 amp load would need a #10 wie-- Table 310.16. This table is rated for conductors up to 2000 volts.
