low current 69KV rated fuse?

Hi, I have a weird application involving direct step down from 69KV to 120V @30A, and need to source fuses to protect the primary. Primary current is going to be something like 50mA but of course there is also transformer inrush to consider.

I expect the right fuse is the lowest amperage unit available rated for the voltage.
Ideas on who might make something like that?
