cable tv power nodes is 90 volts if I read the code right they should be deeper than 6 in.

Even if the communications conductors where part of the premises wiring, they are not subject to the burial depth requirements of Section 300.5. See Section 90.3 and 800.3 of the NEC.

WHAT are you talking about?? I don't know where you are getting your information from. I also don't know what PART of the cable system you are talking about. No cable company would bury trunk and feeder only 6" deep on purpose. It would be a BIG problem if it were cut or damaged.

Now, if you are talking about the service wire going to your house it is quite possible that some underpaid subcontract installer used a lawn edger to make a slit in your lawn and stomped the wire down in it. There is nothing that says they can't.
