Low voltage cable above hung ceiling

Are low voltage cables permitted to be spliced above a hung ceiling without a j-box? I can't find this requirement in article 800.
 
Article 800 is a stand alone article. The only rules that apply to an Article 800 installation are those found in, or directly referenced in that article.

The NEC is a permissive code, so you if you don't find a rule in the article that says you can't make an open splice, then you can.

Note that there are many low voltage systems that are covered by articles other than 800, and those articles have differing rules.
