Does the NEC cover "low voltage" cable?? If so, what are the guide lines to allowable wire fill in a conduit?

You don't state what type "low voltage", it does make a difference as to the code rules. Its more of a performance issue than a code issue. for example, telecommunications wiring, per art 800, does not have a conduit fill, but the maxium pulling tension is 25 lbs per EIA/TIA standards. Most telcom specs limit you to 180 degrees of bends.
