Low voltage cable support

I recently ran into a situation where an electrican and electrical engineer stated that according to code it is perfectly ok to allow low voltage cable to be supported by air conditioning ducts and/or other pipes, i.e. sprinkler, conduits etc, that transverse a cable tray. Because of limited headroom space they ran cable tray to one side of aircondition duct and then started it on the other side. They wanted us to run Cat 6 cable through the tray and drape over top of the duct and other conduits. I need some supporting references in NEC code that either allow,prohibit or restricts this kind of cable supporting activity. I have never heard of anything like this. Can someone provide me some reference help?
