Low voltage cable through concrete

Can 24 volt cable be run through concrete without being installed in a raceway? What about a sheetrock/plaster wall. I can't find it in the NEC unless mechanical protection is the restriction. Help please.
 
310.7 requires cables to be identified for the use. If your cable is listed for direct buried use then your ok.

I was just thinking more in terms of a cinder block wall. The installation would be for a card access system. I see it done all the time and was just wondering if it should be permitted.
 
It is done all the time and there is nothing to restrict it EXCEPT if the wall or partition is of fire rated construction. Then you need to look at a sleeve and fire stopping.
