Low Voltage Cable under Driveway

Memory was telling me that the minimum cover for landscape lighting (LV) cable was 6 inches, but decided to look at the 2002 code since I had not done one of these in a while. I am trying to decipher why the cover requirement goes UP to 18 inches under a residential driveway. It seems that if a homeowner is safe to put a shovel thru the cable in the garden, then the back-hoe should be safe when tearing up the driveway. Can anyone explain this?

Depth minimums are for weight loads as well as physical damage. Driveways are known to carry vehicular traffic from time to time.
