what section deals with the requirements for a cable to be in wall for residential work, and specifically video cables? and what does it translate to in laymans terms?

Article 800 would be the article for video cables. 820 for coax carrying CATV, sat or antenna signals.

Translate into laymans terms? It is in laymans terms and the requirements, while not complicated are too numerious and specific to your application to go into here.

I suggest since you appear to be in the business that you get a copy of the NEC adopted in your area and familiarize yourself with article 725, 800 and 820. Not very many pages there and as a professional you should know and practice the material.

Certainly, if after doing this you have questions feel free to ask. That's what we are here for but we can't teach you the code if you have never seen the text.
