Two questions. Is it anywhere in the code to put a flex connector for a phone drop down a wall at the top of the flex. Also inspector is calling us on ground pigtail in all our phone/data jacks even know it serves no purpose because they are just flexes out of the wall?

No, but even with EMT it's common practice to protect the cable from sharp edges. For EMT and ridged they make low cost plastic push-on bushings for that purpose.

Can't imagine that. Are you using metal boxes and he wants a pigtail in the box like you were going to use it for a regular receptacle and MC?

If this is cabling on the customer side of a a PBX, then 725.3(J) would require some type of bushing.
If covered by 800 or 805, there is no requirement to protect the cables.

There is nothing in any of those articles that would require the grounding pigtail.

As far as I know, theres no need/or code for grounding of any flex period! Especially for an outlet on the wall for low voltage! Maybe use a "P clamp to secure it to the wall up top! If rigid pipe, yes ....they make bushings for that! It might be more beneficial to buy the inspector some "hookers and cocaine"!!! lmao....joking or Am I!!!!! Peace....
