Low voltage grounding to meter?

I have been inspecting homes for 30 years and have never come across this... is this legit?

Only if you like it.

We have seen various methods similar to that in the past. The best was the fancy one clipped to the hinged door of a 3R CH panel. The door that also slides up and down on the hinges.

That's is very common with older homes around here.

As others have mentioned those clamps were used around here for years. I still see them on older houses. We used to remove them during service upgrades, clean them up a bit and put them right back on the new service.
