Article 411 says secondary circuits aren't permitted to be grounded. Does this mean that the light fixtures fed from a 120/30V transformer do not get an EGC?

It means you will not take one of the secondary conductors and bond it to ground as you would at a service or often at a generator or line voltage transformer.

As far as an EGC, you are not required to run one but you are not prohibited from doing so.
