Low voltage on one side feed to sub-panel

Hi All,
I have a feed coming from the main to a newly installed sub panel in the garage. There was an old fuse type panel before that was badly corroded. New panel is 100 amp, issue is 125.4v on one leg, 90.2v on the other leg. Checked on both ground and neutral same results. Checked at the breaker in the main and both read 120+v. There is a junction box between both panels, could there be a bad or corroded splice that would cause this? I pulled the cover off but didn't see anything. Thanks for any suggestions.
