Just to clarify all pool lights must be GFCI protected because they are being supplied with a 15 or 20 amp branch circuit. The Code might say 15 Volts and under does not need GFCI protection but it's the branch circuit feeding it.

No, only need GFI protection if operating over 15 volts.

Or, possibly if your transformer is being plugged into an outdoor receptacle.
I have never seen an approved pool light transformer that plugs in though, just hardwired type.
 
You're not sending over 15v to the shell, so GFI doesn't apply. Wouldn't pickup through the transformer anyway.

Here, the receptacle feeding the xfmr is most likely outside or in a crawlspace an would be GFCI protected anyway. The secondary doesnt need GFCI protection, tho somewhere in 680 I'm fairly sure you need a pool rated/duty xfmr for pool lights.
