Low Voltage Residential Lighting

The lighting in my house is connected thru low voltage switches from a relay cabinet in my basement. There is a light at the top of a stairway. It is controlled by a switch at the top and bottom of the stairs. The light at the top is single gang, the light at the bottom is 1 of a 4 gang set. The switch (GE rs 232) at the top of the stairs broke. When I replaced it, neither switch could turn off the light. It stayed on as if power was going directly to the light. I don't have alot of experience in low voltage systems. The only thing that makes sense to me is the relay is stuck in the closed position. Any troubleshooting tips? Please feel free to ask ?'s if I am not clear. Any info would be a huge help.
