Low Voltage sleeve requirements

The question always comes up among the field workers....... Do you have to run an EMT sleeve through a wall for low voltage cables to pass through or can you just drill two holes on both sides of the drywall wall and fire caulk the hole after installation of the cable?

For fire-rated penetrations, we have always done the sleeve, with fire caulk both within it and between it and the drywall.

For normal interior walls, not required.
