NEC250 requires EGCs for all circuits regardless of voltage or if the system is grounded.

So could someone please explain to me what I'm missing.
 
Are you saying that since article 250 isn't explicitly listed as one of the "Other Articles" then article 250 doesn't apply to Class 1/2/3 installations?

250.4 requires an EGC for both grounded and ungrounded systems. There isn't an exemption for low voltage in 250.4 or any other section in article 250.

Right, that is the same reason Class 2 and 3 do not require enclosures for splices etc. But class 1 does as called out specifically in 725.25
