If you have a job that's say around 15,000 to 20,000 square feet with an average of about five guys.. and you had a working Foreman where say half of the day he was not working. Would you also need a separate subforeman for say the fire alarm

That would be wise. Fire alarm is more complicated than general low voltage work. You want someone who knows what he or she is doing.
