Low voltage troubleshooting help

I bought a 1975 house that has some low voltage(touch-plate) lighting circuits. I've replaced pushbutton switches for looks and been ok so far. I started replacing CFL bulbs with LEDs as I remolded. When a light fixture with 5 bulbs were swapped, the LEDs glowed dim when off. Voltage is 123v when on and 98v when off. The only thing I could think of is contacts close good and give full voltage, but dont make full open. Creating resistance and about 20v voltage drop. Not an electrician though. Any thoughts? I also removed switch, and touch wires together when it goes from 123 to 98v.
