Low voltage vs High voltage conduit

What is the seperation distance that low voltage wiring needs to be from high voltage? in concrete.. OSP... 4 inch Steel conduit.

sorry.. telecommunicationlow voltage... for now its 96 pr single mode fiber but possible 300 pr telephone cable

How "high" is the high voltage? and what is it you are worried about - noise getting into the telecom cabling from the other conduits?

I have been given 2 options for spacing.. 1.5 inch and 3.. I said 3 but now I need a code or regulation to back that up.

Well, it unlikely your wiring will need to dissipate much heat so I think the only real issue is whether it might be susceptible to noise being impressed on it from the other conduits. I don't know that i would like either spacing suggested. It seems awful close in either case. I'd opt for as much distance as I could get. I would not wnat to run signal wires that close to higher voltage stuff in parallel for any distance.
