low voltage wall terminations

Are low voltage wires, such as 5.1 surround for example required to terminate at the wall or can they feed through a cover plate and go directly to the appliance? I was not sure about it, and it seems like a cluster of termination woes just to stop at the wall and then go another 6 inches to the back of the receiver.
 
I think this is a question for you AHJ. Around here, there is no residential low voltage permit or inspection. 1 county away, I got hammered on the low voltage permit at a residence. Commercially I believe they just don't want the stuff laying all over the cieling tiles like they used to do.

I don't think they ever did - which is why it was added to the code....

On the OP - I use a hole saw in a nylon blank cover - if they really want to spend money and lots of it - I'll terminate with binding posts and make banana jack cords for them....
