Low Voltage Wiring Concealed

I am considering using 12/2 tray cable in the wall to connect under cabinet lights in order to satisfy artlcle 411.4. It would give me flexibility, and satisfy a chapter 3 wiring method when run to transformers in basement via open structural ceiling.
Just wanted to get your thoughts on any violations on this installation.

I guess I'll use romex and a junction box unless somebody can suggest a better way.

I talked to Seagull and they make a fire retardant tubing to install in the wall over their cord but I believe this would be a violation of 400.8 with the flexible cord being exposed in the basement ceiling and walls. I don't see how they can suggest using this tubing, because it is not a chapter 3 wiring method
