Low voltage wiring in ceiling space.

We have been asked to install a silent alarm system in an office area. The alarm will consist of a series of strobe lights that operate on 6 volts DC. These lights will be ceiling mounted to a suspended ceiling throughout the space. Is it permissible to make open low voltage splices in a plenum ceiling, or do the splices need to be enclosed in a box? We will be using plenum rated cable.

Just be careful if you are splicing at the device. Many devices, in fact all strobes that I'm familiar with, are required by the manufacturer to be mounted to a box. The box will then have to be properly supported.
