"low voltage wiring" in Class I Division I

Can the wiring for a automatic tank gauging system be installed in a Class I Division I location without conduit? This is common practice in gas stations in the USA.

Or, can it be installed in EMT above ground in a Class I Division I location?

The question has come up in Aboveground Storage Tank class.

Most ATGs are intrinsically safe. If they are then you can wire them like you would in an unclassified location. You still need to provide a seal to keep vapors from traveling out of the classified location.

Let's not forget, low voltage does not mean intrinsically safe.

358.12 would indicate that EMT is not allowed in a classified location except as permitted by 502.10 503.10 and 504.20
