Low Voltage wiring in Parking Garage

A customer requests that I wire a low voltage (24Vac) Carbon Monoxide System in a multi story closed Parking Garage using exposed plenum rated low voltage cable above 8ft. I have not done or seen this done before but in and effort to save cost it is being requested. We have always wired systems like this in EMT with compression fittings throughout. The Does anyone know if this meets minimum code requirements per NEC? Thanks in advance
