Low wattage lamps with Low ballast factor ballasts

We are doing a retrofit with 25W GE lamps and a programmed start low ballast factor ballast. We are getting some styration and also the whole lamp is not coming on in some. When the lamps are touched, they come on. The lamp holders are non shunted and the wiring seems correct, in parallel. GE says they are compatable, anyone else have this issue or comments?

they were grounded in the fixtures properly, I didn't check at the j-boxes, we were/are doing a relamp reballast.
