LPS and bonding of semi connected structures

Auditing a facility that has an LPS which was never UL certified but seems to have been built to NFPA 780 / UL code as other structures on campus have had master label certs and letters of finding in the past.
The structure in question has an uncovered parking garage across the street and that road is covered by a steel tubular arch that is also LP'd. I do not see any obvious LPS on the parking structure but need to verify.
These two structures are connected at either end by sky walks and I am wondering if that connection alone causes need for the parking structure to be tied into the main structures LPS because of the connection.
Also, wondering if a cobbled together collection of LOF's would be able to gain Master Label cert or if there just needs to be one overall inspection by a UL rep that gives the cert.
