I was asked to add a 60A disconnect to a 400A loadcenter that is full. Currently there is a 400A loadcenter w/main that is full, at the top of the buss there are lugs that feed a 125A loadcenter which is also full. The older gentleman that is in charge of maintenance wants to install a second set of lugs in the 400A panel to feed the 60A fused disconnect. I am not concerned about exceeding the load, that isn't a problem but I am concerned about the legality of installing a second set of lugs on the bus. Any advise is greatly appreciated.

Are your taps protected by the main ?
Others may look at it differently, but if you can do so simply by changing the lugs and not disturbing the buss, I would be comfortable. Any alteration of the buss would require manufacturer consent which is difficult if not impossible to obtain.

I would do a line side tap off the conductors before the Main Breaker.
