luminaire (fixture) supporting means

Is it permissible to support fixtures (2x4,1x4)with a powder actuated nail gun? I have never seen this done before. In the dorm room of a University the fixtures were shot directly into the concrete ceiling with a nail gun. A 3/4 KO in the fixture bushed but not attached that leads into a recessed concrete box in the ceiling.

Do you mean the fixtures are not attached or supported to an outlet box? Please explain in more detail.

If its a flouresent fixture you must punch a 3" or so KO in the back so the wiring in the outlet box can be accessed without removing the fixture. NEC section 410.14 (B)
