Luminaires in spaces other than "clothes" closets

Do the same rules apply from 410.16 in closets that are not designated as clothes closets? Spaces as such as a pantry, or a storage space aren't designated for clothes storage, but potentially combustibles could be placed on a shelf within the space.

The rules in 410.16 is for clothes closets so no they do not apply elsewhere however you can use common sense on the install.
