luminairs connected with flexible cable art 400.7

When reading article 400.7 flexible cords, uses permitted. I believe it to be permisable to use listed cable as noted in 400.6 to connect to a luminair or fixture that is cable or chain hung in an open ceiling. The intent to use only from branch circuit wiring junction box above fixture to luminair. It has been exsplained to me that I am to refer to art 100 Luminairs and note the word Complete. and that is only permisable if the cable is shipped attached or part of the luminair. I can not provide the cable seperatly. Also note I have read and noted table 400.5A. Does it matter who supplies cable as long as it complys. I dont believe we are calling this a fixture whip and reducing the size of the cable. What do you think? JON

I believe the issue is addressed more thoroughly in 410.62.
In my experience, the factory cord assemblies are often a more durable cord than many "off the shelf" cords.
