LV can problems

i have 2 4" LV cans on one switch that were giving me problems today. the first can in line, i replaced the xfrmer with a new one from the manufacturer (Royal Pacific) and when i tuned it on got no voltage on the secondary. line side was reading 119V. i'm thinking its maybe just a bad xfrmr from the factory. the HO said that the electrician got the cans online, i've never heard of them and i'm a little sceptical of the quality to begin with.
the second cans problem is a little more confusing to me. i get a reading of 13V on the pin sockets but when i insert a good mr16, no glow. i thought that the pin sockets might be damaged some how so i swapped them from a working can and they were ok.
the home and the cans are only around 1.5 years old. the HO is going to order another xfrmer so we'll see how that works out. the other can i'm not sure what to do. i didn't get into the SP switch, but will look at that next time in there. any suggestions????

are the lamps the proper wattage? if they have electronic transformers in them, and someone put a 50w lamp in where it should have had a 20, you will see voltage with no lamp but with the lamp in the transformer will shut down on overload.
