You can rent testers. I use the Fluke DTX1800 there is also the newer DSX5000. They cost about $20,000 new. You are looking for something that will certify the cable to EIA/TIA standards and produce a report that you can submit to the client. These both have optional modules for testing fiber as well. If you have never done fiber work you might want to hire someone to do it.
One other thing, The omniscanner 2 is no longer supported. You won't be able to get one that has current calibration, This would render it about as useful as a dirty rock for cable certification.
