LV wiring in starters

I work for a control company. We do most of our wiring with low voltage, class 3, plenum rated wire. We recently had an inspector fail one of our jobs. He said our cable did not have a voltage rating on the outside jacket. I called the cable manufacturer and was told that it was a "UL" and "NEC" requirement to not put it on. It seems to cover this in 725.71(H). It looks like the low voltage end of this business still confuses a lot of people, including some inspectors, who don't deal with this a lot. Besides using 600V insulated rated wiring in starters for our devices, does'nt 725.55 (B) through (J) allow class 3 cable to be used also? Am I interpreting this section incorrectly?
