(without see info, two things to keep in mind: (a) the machine may not be designed for US voltage or frequency and (b) it may carry a "C-E" certification which is not accepted by most jurisdictions requiring a NRTL certification such as UL)

As an inspector how do you deal with this?

As an electrician I can just agree with the inspector and say it isn't approved by an accepted NRTL and that the inspector will reject it.

The owner however, that already spent $250K on that machine and maybe more to set up his operation to accommodate it just sees that as a hurdle in getting this thing to work, and will just keep putting pressure on everyone until he gets his way, but of course at the least cost possible, and in meantime nobody involved ends up liking each other.

In our State it gets very political. As an inspector I am positioned on the totem pole so my eyes are just above dirt so I pass the infraction (rejection) up the line. At times, compliance is required, at time it appears the rejection gets lost. Its a touchy subject... at times, it appears the powers that be write the rules but the prefer they not be enforced

Compliance first off, German machinery will be Πcertified. The IEC machinery directive is a mile away from UL requirements.

A friend has stopped exporting to the US as the different standards made it too complicated and therefore unprofitable.
