Hawaii is the one state that gets almost all of its power from
imported petroleum, and electricity there costs > 25cents/KWH on
average for residents, more than 2x as much as the rest of
the country.

I don't know that they bring in natural gas for heating, so
heating anything has got to be pretty expensive, so
solar hot water heating probably saves money for anyone
who uses it, although I am not sure how great it is to
require people to do something.

Who the heck is this macmanmike???. I'll rip him from shred to shred.... Yes as of Jan 1 2010 all new dwellings will require solar hot water heaters or if you meet certain exceptions like in a shadow area next to a cliff, or you can prove to the building dept. that it will be cheaper to use gas instead (ha, ha, ha, ha,) rexowner is right about the high cost of fossil fuels here. This might be a Honolulu county code or it may be statewide, I'm actually not sure but I know plenty of people to ask if the other counties as well.

The only people who call it "pineapple showers" are the tour bus guides.... . The only bad about solar here other than cost to install is the water gets so hot it trips the little red reset button on the t-stats. Then in winter when it does rain for 4-45 days straight, the electric back up won't come on and the water starts coming out cold until they call Uncle Mikey over to open the cover plate and fix it.....
