If you are installing a temp stand which has utility drop from overhead run down into the top of the meter socket, then from the meter socket to a temp panel (Talon #TL137US) directly below the meter, do i need to put a main breaker into the talon panel?

Your at 6 movements or less with the TL137US as it is.

I say no.

It's for RV's mostly. Google it. I like the 6 movement idea but not sure if that right cuz I'm thinking it might be more of a protection issue, like protection for the panel sense it's guts are only rated for a certain amp. Or to protect from the cutout at the pole getting blow from a dead short or something that the branch breaker doesn't pick up fast enough. Not sure that's why I'm asking haha.

Jap is correct. See 230.71 and 230.72.
