Main breaker required or not for condo?

Is the panel inside a multi unit building like condos required to have a main breaker? The buildings all have electric rooms with meters for each unit that have a main breaker each. The electric rooms are locked.
 
No. The Breaker for the unit panel can be on the exterior of the building for example.

No Main breaker in the local sub if installed in the same building as the panel.
The 6 switch requirement is for services. The interior sub is not a service. It is fed by a feeder.
 
Assuming the service OCPD is in the same building the panel would not require a main, but there many be some issue with the rule in 240.24(B)(1) if the occupant does not have access to the service OCPD.
