Main breaker requirements

I have a 400 amp meter on a commercial building with 2 200 amp disconnects one feeds the building the other one feed an exteriour panel on the side of a metal building on the same property. Am i required to put a main breaker in there panel on the metal building as well as the exsisting 200 amp disconnect?
 
That is slightly confusing it doesnt quite say i need a main breaker on seperate build my county inspector is insisting both a disconnect next to meter and a main breaker in the panel its feeding in a seperate building on same property ive never had to do that in my career
 
Each separate structure requires a disconnecting means it can be a main CB in the remote panel.

The disco at the meter is debatable; the disco at the separate building is required.
 
Am i required to put a main breaker in there panel on the metal building as well as the exsisting 200 amp disconnect?
You are required to have a Disconnect or Main breaker on or in the separate structure.
