If the main breaker in a switchboard is bolted to busbars that are drilled for compression lugs, can I use the 90°C ampacity rating for the incoming cables?

That's a question for the switchgear manufacturer and also where they terminate on the other end.

Almost never. They typically test the assembly equipment at 75 degrees anyway

I agree with Ron you're still stuck with the 75° C ampacity.

Why doesn't manufactures make all lugs and terminals rated for 90° C and then we wouldn't have to think about it?

The lugs and terminals are rated at 90degC very often, but the manufacturers do not test them with the equipment in the enclosure as an assembly.

Consult with mfr, but I would not get your hopes up.
