I seem to recall that there is at least some provision somewhere about being 18" off the floor.

There is no minimum per the NEC unless it is for a mobile home.
Some local jurisdictions have minimums such as not less then the maximum flood plane. Check with your AHJ.

Local power companies around here spec 5.5' to the center of the meter. We've had instances where we've had to pour concrete steps under a meter to meet this.
No NEC code that I know of, except 6'7" max for switches (Art. 404).
